Lower WV District Zone 7 Governor Debbie Bowman (left) presented President Roy Mullins (center) with the Outstanding Ruritan Club President Award, and Doyle Owens (right), secretary of the Williamsburg Ruritan Club, with a Blue Ribbon for 2016. Bowman congratulated the Williamsburg club and thanked them for giving back to the community through Ruritan.
