Dangling precariously from atop a Washington Street building are owner Tia Bouman (left) and Sarah Wallace. Bouman has been overseeing renovations inside the three story historical structure for several months. She and Wallace were observed painting the metal ironwork on the two balconies high above the corner of Washington and Court streets.
