During its Monday meeting, the Greenbrier County Commission approved the only bid submitted for the county’s Homeland Security and Emergency Management tower maintenance contract. The bid, submitted by Greenbrier Technologies and Electric of Lewisburg, includes an annual service fee of $4,950, an hourly emergency service rate of $90, and a mileage reimbursement of $0.70 per mile. Commission President Lowell Rose recommended approving the contract, contingent on all paperwork being in order, so the process would not need to be revisited.
The commission next heard from Region 4’s Amanda Smarr, who joined via Zoom to present the 15th draw request for the Greenbrier GigReady Broadband project. The request included an invoice to CityNet totaling $149,138.72 for make-ready work. Of that total, $37,284.69 represents the county’s required matching amount, to be paid through available Tax Increment Financing (TIF) funds, while the remaining $111,854.03 will be reimbursed through state grant funding. After confirming the funding details, commissioners approved the full draw request.
Region 4’s Cassie Lawson also appeared via Zoom to discuss Payment Resolution #9 for the White Sulphur Springs Wastewater Treatment Plant Disinfection project. The resolution covered a single invoice, pay estimate #8 for Veritas Contracting, the project’s construction contractor, in the amount of $1,150.50. Rose noted that the payment would come from available TIF funds, and the commission approved it without further discussion.
Lawson then presented Payment Resolution #4, concerning the Wastewater Storage Tank project in White Sulphur Springs. The resolution included a single invoice reimbursing the town $1,000 for expenses related to securing a Department of Highways bond necessary for the project. This reimbursement, also from TIF funds, was approved.
In other business, the commission authorized the City of White Sulphur Springs to advertise for bids for the Maple Dale Water Storage Tank TIF Project, which aims to add a new tank and reduce water pressure along Route 92. Commissioners also approved the city’s plan to award the Ridges TIF Project contract to C2G Engineering, Inc., the lowest bidder, for $745,475.53.
Jordan Ross was appointed to the PSD 2 board of directors, effective Dec. 31.
The commission awarded Greenbrier Technologies and Electric an additional contract to serve as the managed service provider for the Homeland Security and Emergency Management Office, at a rate of $4,336 per month and a one-time setup fee of $2,344.25.
Commissioners also authorized the office to apply for Hazard Mitigation Grant Program (HMGP) funding. Following the resignation of former Commissioner Tammy Tincher, the remaining two commissioners reassigned themselves to various required boards until an interim commissioner is appointed. Rose will serve on the Greenbrier County Board of Health, Greenbrier Valley Economic Development Board, Region 4 Planning and Development, and the Greenbrier Humane Society. Commissioner Richie Holliday will serve on the Airport Authority, Greenbrier County Extension 4-H Advisory Board, Convention and Visitors Bureau, and Greenbrier County Planning Commission. Both will share responsibilities for the Local Emergency Planning Commission, Region 1 Workforce Local Elected Officials Board, Emergency 911 Advisory Board, and Greenbrier County Farmland Protection Board.
The commission then completed the second reading of the proposed Greenbrier County Property Nuisance Ordinance. County Attorney Britt Ludwig confirmed that this fulfilled the public reading requirement, and the ordinance was adopted without additional discussion.
Before adjourning, Rose announced that a request for proposals has been issued for the roof replacement project at the Greenbrier County Day Report Center. Proposals are due by 4 p.m. on Nov. 20.
The next regular meeting of the Greenbrier County Commission is scheduled for Friday, Nov. 21, at 10 a.m.
