Douglas McKinney is a retired urologist who has been appointed to the West Virginia Health Care Authority, whose major job is reviewing applications for Certificates of Need (CON) for new expansions of healthcare facilities. Certificate of Need legislation was passed by Congress in 1971. It was soon passed in most states to prevent overspending on new, expensive technology. Some 35 states have rescinded their CON laws but 38 Republicans in the WV House of Delegates joined all Democrats in 2022 to retain the CON. Governor Morrisey proposed a bill to rescind it this year but the bill did not get out of committee.
Doctor McKinney has served as president of the WV State Medical Association, the WVU Medical School Alumni Association and the American Association of Clinical Urologists (the urological socioeconomic organization). He also served several years on the health policy committee of the American Urological Association. Thus, he has extensive experience in health policy.
Doctor McKinney and his wife, Sue, live just outside Lewisburg.
