At their meeting on Tuesday, the Greenbrier County Commission had four bids submitted for the development of a new county website.
The proposals for the first year of the project included: TSG Technology Service Group from Wheeling at $14,500, GHD Digital from New York at $21,389, CivicPlus from Kansas at $20,946, and Ask the Egghead, Inc. from Washington, D.C. at $38,250.
All bids will undergo evaluation, and the final decision on awarding the contract will be made at a future commission meeting.
The commission then turned its attention to the courthouse window replacement contract, awarding it to Adam Whanger Contracting. With a bid of $280,210 and another bid from WV Glass of $416,700.
Following that, the commission approved several new county hires. They also accepted the 2024-2025 Financial Report for submission to the West Virginia State Auditor, along with the annual Tax Increment Financing (TIF) report for the State Division of Economic Development.
In addition, a resolution was passed to enter into an agreement with the WV Courthouse Facilities Improvement Authority to receive and manage up to $100,000 in grant funding for the courthouse window upgrades.
Next, the commission reviewed Payment Resolution #16 for the Greenbrier County PSD #2 Waterline Extension Project. The county’s share amounts to $173,510.11, which covers engineering fees billed by The Thrasher Group up through mid-September.
Following that, Payment Resolution #8 for the Wastewater Treatment Disinfection Project, part of the WSS TIF initiative, was considered. This included a $24,044.48 payment to Veritis Contracting for construction work, and $2,018.82 to E.L. Robinson for construction administration and inspection services, bringing the total to $26,063.30. The project is nearing completion and is expected to wrap up within two months.
The commission also discussed Resolution #2 for the Ridges Project, another WSS TIF-related initiative. Payments included $85,300 to E.L. Robinson for design and bidding services, plus reimbursement of $300 for a permit fee and $61.16 to Region 4 for project-related purchases. The total amount came to $85,361.16.
Resolution #5 covered a trustee fee of $2,500, payable to United Bank.
All four payment resolutions were approved unanimously by the commission.
The commission also addressed the Greenbrier County GigReady Broadband Project. Amanda Smarr from Region 4 participated remotely to explain that while no formal vote was required, the project did need a signed verification form to proceed with the state review. The commission agreed that Commission President Lowell Rose would sign on behalf of the body once the form is ready.
Also receiving final approval was the updated Greenbrier County Comprehensive Plan. The commission adopted the plan, titled Comprehensive Plan 2035, following a recommendation from the county’s Planning Commission and after a public input process.
The following announcements were made: a public hearing on condemnation demolition petitions will take place on Oct. 28 at 1 p.m., and proposals are still being accepted for generator maintenance services under Greenbrier County Homeland Security and Emergency Management.
The next regular commission meeting is scheduled for Tuesday, Oct. 28, at 10 a.m.
