The meeting began with Commissioners Tammy Shifflett-Tincher and Lowell Rose discussing the proposed Levy Rate for 2024-2025. The Levy rate has remained at $12.93 per $100 from 2014 to current year. Tincher stated the county’s budget and expenses are balanced and in order, therefore, she motioned to approve the Levy Rate to remain at $12.93. All parties agreed. The rate is to be forwarded to the State Auditor’s Office for approval.
Next on the agenda included reviewing of bids for demolition of group one and two of the Abandoned and Dilapidated Building Removal Program presented to commissioners, including Commissioner Nick Dailey who joined by phone, by Greenbrier County Code Inspector Steven Simmons. The program is funded by a grant received by the West Virginia DEP, with Greenbrier County receiving just under $600,000 in funds. Tincher praised Simmons by saying he has done a fantastic job so far since undertaking the position of Building Code Inspector.
Rose and Tincher opened the sealed bids that each included appraisals of three structures with asbestos and three structures without asbestos. Bids placed on the three structures in Rainelle, Caldwell, and Crawley do not contain asbestos, however, three structures located in Maxwelton, Rainelle, and Crawley do contain asbestos.
The first bid presented was for a total of $26,000 for structures without asbestos and $33,239 for structures with asbestos submitted by Treadway Dirt Work, LLC. Next was a bid submitted by Whitten Construction, LLC with a total of $22,390 for structures without asbestos and $44,698 for structures with asbestos, All Construction with a total of $16,301 for structures without asbestos and $30,124.78 with asbestos, LD Hannah and Son with a total of $11,040 for structures without asbestos and $19,528 for structures with asbestos, Lynch Construction with a total of $15,500 for structures without asbestos and $28,670 for structures with asbestos, Empire Salvage and Recycling with a total of $22,500 for structures without asbestos and $14,833.50 for structures with asbestos and lastly BFL Contracting INC with a total of $27,000 for structures without asbestos and Spring Creek Construction with a total of $14,833.35 for structures without asbestos.
Bids will be reviewed by Simmons and selected by the County Commission at a later date.
