County Commission distributes funding to farmer’s markets, continues GigReady project

The Greenbrier County Commission met on Monday, May 11, and approved the following arts and recreation transfers: Greenbrier County 4-H Shotgun, $8,860 for 25-26 clays and targets; Greenbrier County 4-H Archery, $1,306.93 for 25-26 target stands and netting; Meadow River Trail, $1,990 for consulting, partial AML and tap grant reimbursement; libraries, $2,379.09 for 25-26 third quarter to Rainelle; for a total of $13,536.02 to be transferred from saving to checking to pay the invoices.

For new business, commission members consider Resolution # 6 for the Maple Dale Water Storage project – TIF project. Invoice from E.L Robinson, the TIF amount of the invoice amounting in $15,243.16 with other project cost being reimbursement for the city of White Sulphur Springs in the amount of $300 for a permit that had to be obtained. The total amount of the invoice was $15,543.16. A motion was made and approved for Resolution # 6.

Next, commission members reviewed the consideration of engineering agreement # 1 pertaining to the Greenbrier GigReady project. Amanda Smarr joined the meeting via Zoom stating, “This has already been included in the budget amendment that the commission has passed, but this engineering amendment is in the amount of $75,000. So, it will increase TNL’s agreement up $75,000 to the amount of $1,400,500.” Commissioner Holliday asked what the $75,000 was for, in which Smarr responded it was for additional Make Ready work that was included with the pole attachments. A motion was made and approved for amendment # 1 for the GigReady project.

Additionally, commissioners considered change order # 8 for the Meadow River Trail project – Phase III. According to Matt Ford, change order # 8 adds 19 days to the substantial completion date for Lynch Construction” as well as a $2000 change order for a gap in the bridge that an engineer constructed a plate for to avoid any potential hazards. A motion was made and approved for change order # 8.

Following change order #8, commissioners also reviewed change order # 10 for the Meadow River Trail project – Phase III. This change order is to add guardrails to one of the bridges on the project, increasing costs at $6,480 while also adding 3 days to the project. The new substantial completion date is May 15 and the original contract date of May 30th does not change. A motion was made and approved for change order # 10.

Then the commissioners confirmed the separation of employment for Ashley Shields from the Greenbrier County Circuit Courts office and Paul Tincher from the Greenbrier County Day Report Center.

Commissioners proceeded by considering a new hire application to fill a vacancy for the Greenbrier County Day Report, Lucas Hendrix. Commission President Lowell Rose stated he was interviewed by commissioners and the day report manager and his employment was approved. A motion was made and approved to proceed with the hiring.

Lastly, commissioners reviewed the consideration of distributing funds to the farmer’s market groups. They are closing out the Greenbrier County farmer market and distributing the money equally between the Farmers Market of Lewisburg and Montwell Community Market. The checks are for an equal amount of $2,537, which was the amount left in the account. A motion was made and approved to make the payments to the two farmers markets.
